Chairman Li was invited to attend 2016 China Economic and Social Forum and made a speech

On 18 October, hosted by China Economic and Social Council and the Chinese People's Political Consultative Conference of Chongqing，2016 China Economic and Social Forum was held in Chongqing, Chairman Li was invited to attend the forum and made a speech. Du Qinglin, a member of the Secretariat of the Communist Party of China，Vice chairman of the National Committee of the Chinese People's Political Consultative Conference，chairman of China Economic and Social Council attended the forum and made a keynote speech，Huang Qifan，mayor of Chongqing Municipal made his opening speech.

The topic of the forum is to enhance the driving force of innovation，strengthen new momentum to drive development. In the keynote speech，Du Qinglin said that we should thoroughly implement the decisions of Party，make innovation the core of China's development endeavors，take innovation as the core of development，aim to ask for space，increments and benefits from innovation，make better use of its leading role，strengthen new momentum to drive development. Du Qinglin pointed it out that we would deepened reform，establish and perfect the innovation system under the guidance of market，construct the modern governance structure of innovation，improve traditional momentum and develop new momentum，develop new technology，new industry and new format，make two engines of innovative development，make the subject of innovation full of dynamic，bring the core-leading role of enterprises，guide the innovation factors like capital，talented people，technology and so on to gather to enterprises，form a pattern of multiple participation and collaborative innovation，create an social environment which attach importance to innovation and entrepreneurship，build great ecological system of innovation，stimulate vitality of innovation and creation all of the society.

 Huang Qifan，the mayor of Chongqing made his opening speech that the Party has put forward the idea which includes innovation、coordinate、green、open and share was a profound change which matters of the overall picture and future of innovation. Basing on the special conditions，Chongqing insists that we should take 【Five major functional regional development strategy】as carrier and platform for us to carry out the innovative development idea，lead and open support and innovation dynamic by strengthening reform，form a hybrid power of innovation，support Chongqing’s fast，with good quality and effective growth. Development and innovation are endless.  The forum which was held in Chongqing，is sure to bring rare chance for Chongqing to get wisdom，improve ideas.

Li Yong made his speech titled optimize the environment of innovation，make full use of enterprises’ function of subject of innovation. He pointed it out that to keep the Independent Innovation with Chinese Characteristic，build innovation-oriented country，we should make full use of enterprises’ function of subject of innovation. we should put the improvement of innovation ability as core, guide kinds of innovation factors gather towards enterprises，improve enterprises innovation’s dynamic，vitality，strength，turn innovation into industrial activities，achieve the situation that innovative enterprises play a leading role and science and technology small and medium-sized enterprises boom over the municipal.  Li Yong gave his own suggestions about perfect the system and policy environment of encouraging enterprises to innovate by themselves，construct the science and technology industrialization capital market system，forcefully strength the intellectual property protection.

  Sun Huaishan, the vice chairman of the China Economic and Social Council hosted the ceremony. CPPCC chairmen of many provinces and municipalities directly under the Central Government attended the forum.
